Guy canceled after I asked about a contract at the courthouse

I called this guy about some land. I just wanted a simple survey done and he totally freaked out and canceled on me. I stayed calm and talked to him and he finally agreed okay.

Then I mentioned bringing the contract to the courthouse. He immediately canceled again and offered me a partial refund. He did not want to contract at the courthouse at all. I went to my lawyer and he said the guy was a scammer. Lost $100.
