Leasing agent offered to get me into an apartment for a fee

I was looking at apartments at The Mitchell Atlanta and the leasing agent, David Lewis, gave me a tour. He offered to buy my way into the building for a fee because my credit isn't great. He said he could use a different social security number or even a created one.

He wouldn't tell me where these social security numbers come from. He said he works with a bunch of people, like apartment finders and even the property manager Anna Rainwater, to help get people into places. It felt really off. He said he could get me into this building or anywhere else. The whole thing just didn't make sense and seemed wrong.
