Hired someone for a quick job and now they won't answer

We hired Alex who said he was the owner to do a job for us. He told us it would only take 1 or 2 business days to finish. That was a while ago and the job is still not done.

He does not answer my text messages or phone calls anymore. I have called and texted a bunch of times. Nothing. On top of that, his employees stole our water hose while they were here. We lost $1000 on this.
