Tried to charge me $800 for brakes I didn't need to pass inspection

They target women who don't know about vehicle repairs. I took my car to this garage for a provincial safety inspection. They inspected it and told me the car wouldn't pass unless I replaced the rear brakes, which they wanted $800 to do.

It didn't feel right, so I took the vehicle to a dealership the very next day. The dealership passed it on the provincial safety inspection without any issue at all. The rear brakes they said needed replacing actually had 6mm of pad left. The safety standard for my vehicle only requires 3mm to pass. They tried to upsell me $800 in brakes that were not needed.
