Bought a thob that was stained and torn, owner refused refund

I ordered a traditional thob from this seller on Instagram, her name is Manal Alabed and the page is thobesity. Before I bought it I asked about the condition and she said it was perfect, nothing wrong with it. So I paid $775.

When it showed up it was disgusting. The dress smells like garbage, there are stains all over it, a tear in the fabric, and some of the beads are broken. On top of that it’s huge, like unwearable. I sent her photos of everything and she still said no to a refund. She just refused. I don’t know what else to do. Her address is 7205 Claridge St in Philadelphia.
