Ordered shorts from TikTok Shop and never got them

I bought a pair of shorts off the TikTok shop on April 8th. After a few weeks went by and I still didn't get anything, I reached out to the company. They just kept sending me the same tracking number saying I should have gotten the item by now. I never got it.

I lost $23.99 on this. They gave me a tracking number but nothing ever showed up. I don't know what else to do.
