Order from TikTok shop delivered at 2:30 in the morning

I went through TikTok shop and ordered some stuff. The tracking number said it was delivered to my home at 2:30 in the morning. No post office delivers that late.

After emailing them wanting my money back, they gave me $10.20. They claim they are working to refund me the remainder of my money. That was 51 dollars I lost. I don't think they are going to give it back.
