Got a weird letter about my Toyota Camry asking for immediate action.

I got a postal letter in the mail. It says "immediate action requested" and it's about my Toyota Camry. It mentions something for Clay County and a waiver of $199. The return address on it is 2973 Harbor Blvd. Suite 240, Costa Mesa, CA 92626. There's also a phone number: (866) 799-6459. I never signed up for anything like this. It just showed up. The whole thing felt off.
