Job offer for package specialist asked for my ID photo

I got an email out of nowhere about a "Package Specialist" job. Sounded like I just get packages and drop them off at shipping places. So I said okay.

Then they called me for a pre-interview. After that they sent another email saying to finish the application. The HR lady named Sarah stayed on the phone with me. She told me to skip to the bottom of this really long contract and send a photo of my ID front and back. Then she wanted a picture of me holding my ID. Said it was for a background check and I'd hear back in a few days. Felt strange.
