Phone call saying legal or mediation about a debt from 2009

I got a call out of nowhere from this number (323) 237-8632. When I answered they said "legal" or "mediation" depending on who I talked to. One time they said they were a law firm, another time a mediation company. They are threatening to garnish my wages and call the police saying I committed fraud over a debt from 2009.

They said they'd file a lawsuit and also call my friends and family if I didn't pay them on their website unitedrecovery.net. I asked for their debt collection license number and an attorney bar number and they just refused to give it. I recorded the whole call so I have proof of what they said.
