Ordered light bulbs but got seeds instead

I ordered 3 bulbs from some website and paid $18. When the package came it wasn't bulbs at all. It was just seeds. Like little seed packets. I don't even know what kind of seeds. I tried looking for a company name on the box or the packing slip but there's nothing. No name no website no phone number nothing. So I can't call anyone or email. I just got ripped off for 18 bucks. I don't know what to do about it.
