Paid for a new passport but only got a printout of the application

I put in all of my passport information on this site and paid $132. I thought I was paying for my actual new passport. But after I paid, all I got was an option to print out my passport application. That was it. No passport, just the same form I could have filled out for free.

I feel like I got tricked. I gave them all my personal info and my money and got nothing useful back. There was no company name on the site that I can remember now. Just felt wrong after I hit submit.
