Paid a website for a passport and still had to pay the government fee

I googled how to apply for a US passport and the US Passport Submission website was the first one that came up. I put in all my personal information and paid what I thought was the $130 passport fee, plus some extra for a protection service. The total was almost $191.

Then I found out I still had to pay the US government the actual passport fee. So I paid this website for nothing. I tried the phone number and email they list but got nowhere. It just doesn't make sense that this site shows up first when you search.
