Paid for an item in December, never got it and can't get a refund

I paid for something from usadecoration.com back in the middle of December. I never got any updates about my order. I tried emailing the address they have, [email protected], and got no reply. I called the phone number, (917) 388-6204, and the voicemail was full.

I finally got someone on their website chat. They gave me a delivery update, but it showed the item was delivered to a completely different location. When I told them that, it took days for them to answer. They finally said it was a mistake, but the message had a bunch of spelling errors. I asked for a full refund and they never responded again. I'm out $239.
