Phone call about DOT licensing fees after we got our number

We were just setting up a new hot shot business and as soon as our DOT number went up we got literally hundreds of calls. This one said they worked with the US government and we were actually expecting a call from them so it didn't seem that weird at first.

They said we needed money for licensing and application fees. I paid $929. They did send a receipt with a reference number but now when I call or email back they just ignore me and never pick up the phone. The number is (202) 301-3767 and the email is [email protected]. The address they gave is in Pocatello, ID.
