Paid $99 for a vacation offer and then got told I don't qualify

I had a $99 charge on my Netspend card for VacationOffer.com. They told me I had to have a job and a major credit card to qualify for the offer. I said okay and paid the $99.

Then after the money came out they said I didn't qualify because I didn't meet those requirements. So they took my money and then said no. They didn't give it back.

I feel like they tricked me into paying for something they knew I couldn't get. I just want my $99 back and I want them to explain why they took my payment if I wasn't good enough for their offer.
