Phone call about a noncompliance notice with no real company name

Got a call from someone named Valerie Jimenez. She said it was about a noncompliance notice with reference number #2418466. She told me I needed to call (866) 439-2095 because the complaint could move forward legally without my consent in one to two business days.

The number she called from was (509) 495-1618 and it came up as Richland, WA. I looked up that 866 number after and it’s been reported as a scam number. No real company name was given. Just felt off.
