Warranty letter about Virginia home coverage with a number to call

I got this letter in the mail saying my home warranty coverage through the commonwealth of Virginia is expiring or already expired. It said to call Vicky Mercer who is the program director at 1-888-538-0818.

The return address on it is in VA, USA but it just feels off. I don’t even know if this is real or not. They didn’t put a real company name on it just that program director stuff.

I didn’t lose any money because I didn’t call them. But I wanted to report it because it seems like a phishing thing. The phone number is (818) 538-0818. Just weird mail.
