Email saying my VA business license was about to expire

I got an email from what looked like a Virginia State Agency. It had all my company info on it and said my license to operate in VA was about to expire. The address they used was 8401 MAYLAND DR STE S, Henrico, VA 23294.

So I filled out the form online and then I noticed something felt off. The note was fake. I stopped right there, took my credit card info off and left the site. I thought I was safe.

Less than 2 hours later I got a receipt saying my taxes were paid. They took my card info and ran a transaction without me ever hitting submit. I never approved that. I lost $150. I asked them for a refund and told them I never submitted or okayed anything. No reply yet.
