Paid $74 for a marriage certificate and couldn't figure out the website

I was looking to get a certified copy of my first marriage certificate. I saw their website vitaldocument.com and it appeared okay to me. But after I was in the middle of processing the method of getting my certificate, it told me to download or upload this n that.

I had already paid them $74.00 and I thought it was going to be an easy process. But I did not understand how to do the footwork on computer as I am definitely not a computer wizard, my computer skills are limited. So yesterday I sent an e-mail requesting a full refund and I did not get a reply. So I sent another e-mail again today, and decided to google their reputation and came across where I am now, filling out this form to report my situation.
