Ordered 18 bundles of flowers but only got 18 flowers total

I ordered from westpawpets.com. The merchandise was described in bundles that contained 21 flowers each. So I ordered 18 bundles. I paid $85.78.

When I got the package there was only 18 flowers. Not 18 bundles, just 18 flowers. I complained to them and they asked for photos. I sent them. Then they told me that the 18 flowers were what I ordered. That doesn't make any sense because the listing clearly said bundles of 21. Their phone number is 1(424) 424-5486 and email is [email protected]. I just want my money back or what I actually ordered.
