Charged thirty one dollars for a one dollar document I never got

I was trying to get a document online and it said it would cost $1.00. So I put in my payment info and everything seemed normal. Then I see the charge on my account and it's $31.00 instead. Not even close to what I agreed to.

I never got the document either. So I'm out the money and have nothing to show for it. Been working on trying to get that charge removed but it's taking forever. The website was West Virginia Public Rrecord.US and the email they used was [email protected]. Phone number they had was (888) 700-8184.
