Facebook ad for free mini cows turned into a $190 paperwork fee

I saw this ad on Facebook from Williams family farm about free mini highland cows. So I messaged them asking about it because who doesn't want a mini cow right.

They asked me about my experience with mini cows and wanted pictures of my farm and my other animals. I thought that was a little weird but okay. I asked if they were really free and they said yes but there's a $190 fee for paperwork. I asked what the paperwork was for and they never really gave me a straight answer. They said the payment has to be up front.

I asked where they were located so I could just pick up the paperwork myself and they said Ohio but wouldn't give me an actual address or anything. Just didn't feel right.
