Bought stuff on TikTok ad, paid for express shipping, never got it

I saw an ad on TikTok and bought some items from them. Paid extra for express shipping too. 30 days later still nothing. I contacted customer service and they said it showed delivered. I told them no it wasn't. They said they would send another one but then said that one was delivered two weeks after the replacement email.

I told them we have cameras outside the building and nothing was delivered on that date or time they said. Then they offered me 70% refund. I said no way I'm paying 30% for stuff I never got. They finally said they would give me 100% refund in about a month from now. So from when I ordered to now it's been 2 and a half months. These people are frauds and I think TikTok needs to remove their shop and stuff completely.
