Ordered a custom character but they kept saying not available and now won't refund

I don’t know if this is a “scam” or not. On May 26 I placed an order with WonderToons after seeing their ad on Facebook. First they sent me over 36 emails saying the character I picked was not available. I replied to a bunch of them with a different choice from their character list.

Then I got more of those “your character is not available” emails. Nobody ever answered me. I emailed them, messaged them on Facebook, and even called the number on their site—1(518) 310-4659—asking to cancel my order and refund my payment.

Still no response at all. No refund either. I paid $29.99 and have nothing to show for it. Their website is wondertoon-official.com and their address is Los Angeles, CA.
