Paid for sneakers and shipping insurance, then got asked for more money

I saw these sneakers on Instagram from Wrestling Shoes Boutique. I paid $150 for them. Then they told me I needed to pay $130 for shipping insurance, so I paid that too.

After that, they said the item shipped. But then they came back and said I needed to pay another $103 for a city permit. I didn't pay that. It felt off.

Right after I said no to the extra $103, they blocked me on Instagram. They won't answer any messages now. I'm out $280 total.
