Ordered a pet toy from Instagram, never got it and no refund

I saw an ad on Instagram for a rolling pet toy and paid with my credit card. The charge on my bank statement showed as PayPal pinnleclecrey3r. I ordered it on January 10th.

I kept getting shipping updates saying it was coming from Ireland. It's been over two months now and I still haven't received the item. I emailed them at least six times. First they said they were going on vacation, then they claimed it was delivered. They gave me a tracking number and told me to check with the post office, but the tracking number didn't work.

When I told them it wasn't valid, they told me to check with my neighbors. They offered no solution and wouldn't give me a refund, even after I asked twice. They said it's my fault and the post office's fault. I'm out over $44.
